Alliance Pipeline Scheduled Pipeline Outage
To accommodate the Regina Bypass Project being constructed by the Saskatchewan Ministry of Highways and Infrastructure, Alliance Pipeline must install a new section of pipe at each of two locations where the new highway will cross its mainline. The work will require Alliance Pipeline to shut down its system for a period of approximately seven days, starting October 12, 2016.
Prior to the system outage, so that the pipeline work can begin, Alliance will safely remove the natural gas from the affected section of pipe. The National Energy Board (NEB) has directed that the natural gas be burned using a procedure called flaring.
The flaring will be carried out approximately seven kilometers west of Regina on October 12-13, during which time the flares will be noticeable in the surrounding area. Alliance anticipates that the flaring operation will last two days. Flaring will begin mid-day on October 12 and at approximately 7 a.m. on October 13. The flares will be operated until mid-evening each day. Smaller-scale flaring may also occur overnight on a contingency basis.
The flaring will be carried out in a controlled manner, with the utmost care and safety and with full consideration of those nearby who may be able to see the flares and hear the noise from the flare stacks.
Alliance is committed to the safety of the people who live and work around its pipeline. Affected landowners and residents, customers and other stakeholders have been notified in advance of the system shutdown and flaring, and every effort is being made to minimize impacts associated with this work.
Alliance has worked closely with its customers to minimize the business impacts. Alliance expects no material negative financial effects to its business as a result of the outage.
